I have to open the graphics menu to get full draw/detail distance

So, I recently started playing GTA IV again, and, on 1.0.8.0, I have to option the graphics menu for the draw distance/detail slider (one or the other) to take effect. This is immediately obvious by many higher quality models immediately popping in the background of the menu. Does anyone have any fix for me having to open this menu to get full quality draw/detail distance?

FusionFix fixes this issue, but no way to on vanilla, sadly.
