Who really stole the coke at the end of 'Brawn of the Dead'?

So right at the final cutscene of Brawn of the Dead, the brothers find that all the coke they were supposed to send to the Mendez brothers is all gone. They come to the conclusion that their mother took all the coke due to her addiction, but then in White Lies, we find out that Lance has been secretly using up the coke himself and even tried to throw them away. So did their mother really take the coke in Brawn of the Dead, or did Lance lie and had been discreetly using up the coke in private for himself since the very beginning?

I always thought the coke was being used by Lance, throughout vc and vcs he's shown to be a bit of a parasite, betraying whoever and using whatever he wants. poor vic...

Yes.

I played some VCS missions again and noticed that the way Lance talks is suspicious in Taking the Fall (the previous mission of White Lies). In this mission, Lance attacks the Bikers for the stolen coke, but there was no coke in the end and he tells Vic that they probably sold it. I think this mission implies that Lance is lying to Vic.

 

Lance's suspicious answers in Taking the Fall:

[Before the mission starts]

Vic: So who's been stealing the yayo?

Lance: What? ...oh, yeah, it's... the Bikers.

[At the end of the mission]

Vic: Never mind that. Where's the stolen coke?

Lance: ...ahm, yeah... They probably sold it already. ...The bastards.
