Unresponsive UI and controls, except for WASD?

Hi, everyone. I did a quick search to see if anyone else has had this issue, but haven't found much of anything except for a few scattered posts online:

 

1. Reddit post where user can't interact with NPCs

2. GameFAQs post where user can't speak with NPCs or get on horse

 

Basically, I can walk around the environment just fine, but I am unable to open the game menu, get on the horse, interact with NPCs, and it's apparent certain game resources such as models, textures and NPCs don't fully load. In Valentine, low res placeholder textures can be seen on the ground and on building facades, NPCs are riding around on invisible horses. It's like the game started loading up the region you enter, but then stopped halfway before it finished.

 

The only fix is to quit to desktop, re-launch the game, and hope you don't lose too much progress. And then the glitch will happen within the next 20-30 minutes.

This is Dutch's gang camp at the Overlook at the beginning of Chapter 2. Note the low res ground textures, no shadow whatsoever for Arthur's character model, and the half-rendered tests for the camp. Also, no NPCs!

 

RDR2 installed via Steam, running on Win10, Ryzen 3600, 16 GB RAM, GTX 1080. Details set to Med-High, textures on Ultra.
