I have found the Sea plane beside the film studio,but if u go to www.gtavice.com and go under vehicles under game information it says "[/b]Included in the game will be two airplanes. One sea-plane which you will be able to land in water, and another full-winged proper plane. I have know of only the skimmer as a pilotable plane. Anyone that wants to shott down a dodo, and drag it to their hideout to prove me wrong, feel free....
