Game doesn't even start when I use Steam Version

So I buy the Steam Version of Vice City and the game has caused me so much trouble trying to figure out what will have this work and all it has done is given me various problems from the when launching the game it crashes to no audio in game to saying that it needs a CD to now being whenever I even press on the launcher it won't even launch now. I've tried literally everything to try and fix this game as well, from SilentPatch to downgrading to changing the compatibility of the game to verifying the intergrity of the files to even installing packages to help the game run and nothing has solved the problems I have been having with this so can someone please help me with this and how to get it to start?
