Unplayable due to extremely low fps and lag for some reason

Happy New Years everyone,

 

I was wondering why my GTA: SA game was lagging below 10 FPS and I even put it at the lowest settings with the same results.It happens in the menu and in game.  Can someone please help me with a solution?

 

GTX 1060 6GB

 

Intel Core i7 8th Gen

Recommended System Requirements for GTA: San Andreas:

• Intel Pentium 4 or AMD Athlon XP processor (or better)

• XP, Vista, Windows 7.

• 384(+) MB of RAM

• 16x DVD-ROM drive (or download [which I do not recommend]

• 4.7 GB of free Hard Disk space for a full install

★128(+) MB Video Card with DirectX 9 compatible drivers ("GeForce4" or better)

• DirectX 9 compatible Surround Sound Card

• Keyboard & Mouse

• <Optional> GamePad with twin axis analog controls (USB or Joystick Port) (Not a console controller)

Some details please,

• Which Version of the Game do you have?

1.       Console. (which one)

2.       PC DVD v1 (you are playing with the DVD in the Drive?)

3.       PC DVD v2 (you are playing with the DVD in the Drive?)

4.       STEAM Registered Down Load v3 [Must be connected to the internet]

5.       Mobile (Android or iOS)

6.       Stolen, (Warez, Torrent, Pirated), Game: No fixes to be found here there are too many reasons for the game to not work. The Pirate may have corrupted the games files. The Pirate removed the security code to allow the game to play without the DVD, and may have elimanated necessary code line to make it quicker to upload.  Ask at the Source Site. Or buy the real Game.
