Plus he may have not eaten himself but he did help a cannibal eat other people multiple times. So imo Trevor, while not being a saint, is quite better than Toni. Plus as I said he also helped a cannibal with his dinners, killed the mayor etc. Trevor is a psycho and not a very likeable one I might add, but he is not a terrorist like Toni.
