"RGSC.exe cannot start!"

I Got gta 4 for christmas, and whenever i try to start it up it says that RGSC.exe cannot start... is there a way to fix this????? I'm desperate

Steam version? Do you have Rockstar Social Club Services installed? If not, you need to install it first.
