Problem with equiping rebreather mask

Each time someone invites me to a mission called "Offshore Assets", I can't equip a rebreather mask and keep drowning. 

 

Please tell me why that's happening?

Some of these missions have a prompt you have to click to equip a rebreather

 

Or maybe you could equip one through the interaction menu.

 

You could also try to wear a scuba suit before joining the mission.
