Packie and Pictures are driving me insane.

Ok, long story short, i'm trying  to unlock Packie as a gunman, but this irish pr1ck doesn't want to spawn, therefore i tried to obtain a cop van in order to force the game to load it in memory and increase chances to spawn him. I obtained cop attention but the damn train van didn't spawned, i lost 20 grands in insurance for Oppressor MK2 and 30 minutes of useful time. What in the f*cking mind rockstar had while adding this dumb "random event" IF IT DOESN'T EVEN SPAWN CORRECTLY! Do i seriously have go wander all around the map HOPING the game remembers the event?

Also, i wanted to take the picture of the sewer system AFTER completing the mission, i take the picture but i can't send it to lester. WHY? The game tells me i can scope the casino AFTER THE MISSION! 

Seriously, i'm really pissed off, looks like the game is alive and is messing with me.

I got him while helping my friend on a Cocaine sell. You can actually get Packie while inside another mission.

Same for me, he spawned when i was not looking for him.

I was doing a Bunker supply mission when the van spawned.

Seems like you can also get the van to spawn while alone in a invite session. Had it happen to me twice but didn't bother, I'm doing fine so far without this gunman.

 

I might also add that as far as I know, you can start another scope out mission from your arcade after finishing one, not actually scope out the casino on your own after doing the mission.

I'm getting annoyed with this quest as well.  4/4 times that it actually appeared, it was bugged and I can't get in the van

This is the problem, random events in story mode are completely scripted, therefore the game takes in account every possible outcome. Making it spawn randomly in the map is simply a bad choice, since the game doesn't know where, when and how allow the script to happen. I think this is the reason of the bugs, as other completely scripted events, like business battles work just fine.

For those struggling to get Packie, I used this method. Turned up pretty quick after a couple of session swaps:

Wait at ammunation next to the bridge leading to zancudo military base, look towards the base and/or sea while standing infront of the ammunation, within 10 minutes the van drives by, but its questionable if you can get that one (i got that to spawn several times but was always bugged, but that was like 2 days after the dlc landed, im thinking its prolly fixed by now)

In the end for me i randomly got the police van right outside my arcade (the one next to eclipse towers) and at a stoplight, so i ran to it, pulled out cop, and then had to drive packie like 2 street blocks away.

Also, just complete the heist and then do a new scope out next time you play the heist, it remembers all the points you scoped out this time around anyway so you just need to snap a pic of the sewer entrance (and anything else you might've missed on your first go) and thats that, you will never ever have to do it again once you've snapped pics of them all.

I managed to grab him after the end of a prep mission. Driving him to the location resulted in the game immediately saying I complete the mission without me having to park at the destination. Received a text from Lester say I got Packie, but won't know for sure until I plan the next heist.

Thanks, I’ll try this. How long did you wait in each session before trying a new one?

Is there a definitive list/guide for every scope out picture?   I swear I have them all but the box isn't ticked saying its complete still

About 10 minutes, but really, he should pretty much spawn in within a couple of minutes once you've switched if conditions are right. Drive around the vineyard area a bit to help it happen. If it doesn't look like it's gonna happen in a few minutes, just switch.

I tried for 5 hours yesterday getting this police van and everytime it locked up. I did manage to get it randomy when i visited an area and it spawned far away in the background. I think there's special conditions that this event only works in so if you're having trouble with it i suggest giving up and waiting for it to happen by chance or waiting for a patch.

Make sure that you go to the casino first then to the sewers. I had the same problem.

Ok that's good to know, even tough the game never explains that and keeps it vague. However after a week i still haven't found him, the van never spawned, by the way after completing the heist first time i understood that Packie is useful as a toilet in the kitchen.

I had him spawn twice today while doing prep missions with a friend. Both times I was zooming past and could only get a glimpse of the van with him inside. I could bet my account that if I actually wanted to unlock him the freaking van would never spawn at all.

 

But indeed, Gustavo Mota is pretty damn adequate for me if I need good guns. A decent assault rifle is all you need and the carbine he supplies can easily dispatch enemies throughout the entire heist in both stealth and aggressive approaches. The big con needs absolutely no guns at all if you do it right.

 

In my opinion, the only crew member you should worry about unlocking is Avi, but even then I have my doubts. I barely noticed any difference at all.

Heck, on normal you could get all the artwork with one friend using Christian Feltz or less! My friend and I once did Artwork on normal and had Avi, and when we were done we had more than a minute left to spare. But nowadays we're doing Big Con and Sneaky back to back on nothing but hard so we need Avi's extra time for that.

 

On the other hand, having Avi for Artwork normal gets you extra deposit box drilling time.

 

Also, f*ck Packie and f*ck rockstar for not making his random event spawn at ONE set location.

How much is the extra time? I didn't paid much attention but it doesn't seems to be more than 10 seconds or so.

 

What I know is that for artwork it was barely enough to get all of them and escape before the time ran out. My friend is quite reliable but can't hack quickly enough so it's up to me hacking the doors. Maybe that was why it didn't felt for me that there was more time in the vault.

 

But heck what a run it was. Pretty much flawless, we emptied the vault and managed to escape barely having to fire a shot on the way back. They didn't saw us neither coming or going, this heist on stealth or big con is so satisfying to do perfectly

I think I noticed about 3:20 or so on the vault with Avi?

Flying over the prison, the van suddenly spawns on route 68, scram to get to the ground, get a land vehicle and chase after him. I get a wanted level from my plane exploding but I can still go after him (cops driving the van he’s in coming after me), the cop van gets blocked by a cop car and the two cops in the van stop and get out to shoot me, I manage to steal the van and eat snacks just in time to not get killed.

 

would have lost the wanted level by just driving around but someone in the lobby who was being a dick and tried to kill me earlier was nearby, I call Lester to get rid of cops, activate ghost organization to be able to get away from the other player and the safehouse location never shows up... then I realize Packie disappeared from the van.

 

FUUUUUUCK!!!

this morning i was playing, driving around the main lsc and all of the sudden a saw this small blue dot on my map, when to investigate and there it was, the police van stopped at the red light, packie was telling me to help him, i when on, pulled the cop out of the van and drove away with packie, delivered him and he is now unlocked!

 

i tried many times in the past few months but the mission was bugged every time.
