I am forced to run the game in a crappy resolution in order to maintain a consistent 60fps. Meanwhile I am able to run GTA IV in 4K (DSR) with max graphical settings other than Draw/Detail distance at a near constant 60fps (keep in mind - one of the worst optimized PC games). GPU - GTX 1070 8GB, CPU - Ryzen 5 1600X, 16GB DDR4 RAM. My settings and a screenshot are as follows: Link to comment Share on other sites More sharing options...

And no, VSync is not enabled. Make sure VSync is turned Off or Application Controlled in the nVidia Control Panel, and there aren't any external frame limiters like RivaTuner. Maybe set GPU Power Management to high performance too. Also, how does your GPU get to 66 degrees at 1366x768 at 30fps? Please let it show the GPU load and core clocks along with the temperature. Not sure if this is high load or bad cooling. Since you have a Ryzen CPU, what is the make, model and clock speed of your Ram? Did you enable XMP profile? Ryzen CPUs need to have the Ram at high clock speed. You can download CPU-Z from techpowerup.com to check Ram speed. As for Graphics settings, a GTX 1070 should handle everything on Ultra except Grass (High), with 2x MSAA, TXAA On, FXAA Off, Advanced Graphics all Off, at 1920x1080. Setting the graphics low may actually result in more stuttering in GTA V because of CPU load at high framerates. Ideally you keep the Graphics card at high load as long as it can maintain 60fps. There is no point in trying to run GTA V over 100 fps, the engine doesn't like it and will stutter. It's a Ryzen 5 1600X @ 3.6GHz. As for XMP profile, I am not sure but will check my BIOS ASAP and keep you updated. I've recently been playing the game maxed 1080p with AA off and have just ignored the lag/frame drop that happens in the countryside, occasionally in the city and the Diamond Casino. HaRdSTyLe_83 Posted March 6, 2020 Share Posted March 6, 2020 i run a 8700k-rtx2080 and the performance is still sh*t, no matter if 4K / 1140p / 1080p, right after everyone gets kicked the game starts to run great. my internet is not the best buts still on the 60-80MB download, so not bad either. try single player and test the performance of the hardware there. Low performance in Online with a lot of other players around is normal for this game. It is because of the way the game is built and how it uses your CPU. The main/world thread runs on a single CPU core, and has more work to do with more players in the world.
