Help! Peyote Plant missing from the Lago Zancudo area

So far, I have collected 26 of the 27 Peyote cacti hidden across the map. The 27th, usually found in the Pacific Ocean west of the Great Ocean Highway bridge, will not spawn for me. I must have watched every video on where to find it, as well as looking at numerous screenshots, both of which gave me different answers. I even thought that I made a mistake, and that maybe I already did collect it. But, I can hear it! I was wondering if anybody had a similar experience, and if there's anything I can do to fix it.
