I've got him earlier in Vinewood(near the lake, that intersection that leads to Caida Libre off road shortcut). But I'm not using him much, I find the Combat MG is really too powerful for Agressive when Duggan Shipment is done. Usually I take 5% guy and chose revolver pack.

He's now appearing in Doomsday Heist setups as well. He spawned near the Fridgit factory when I was doing Rescue ULP, then again at the little shopping centre in Harmony during the Stromberg mission.

From my experience with this, I got the van to spawn at the Dollar Pills after waiting 32 minutes.  If I'm playing solo, the van would spawn across the street and start down the dirt road.  If I stopped it, the cops got out, I killed them but couldn't drive the van.  The other time I was in a session with around 7 people that were behaving themselves and the van spawned and immediately turned left out of the Dollar Pills entrance.  Then I was able to chase it, kill the cops and take the van.
