Randomly a Police Van drives, if you manage to kill the driver and the buddy, you can free him

 

I got it once, but by accident i hit the gunman instead and he died.

Been driving around randomly for 2 days now and still can’t get the van to pop up

I got him to spawn 3 times in invite only session. I park in front of the ammu nation just outside of fort zancudo. I sat there for about 10 minutes and all 3 times the police van spawned. I killed the driver and passenger in the police van all 3 times and then I could not open the door of the van to get in. I don't know if it's a bug or what. I switched session 3 times in a row and each time I got the van to spawn. I'm going to try in a public lobby later on

Can you remember around what time of the day the van would spawn?

All 3 times were different. I had one I think was 1100 and the other 2 were  1930 and 2200

I’m trying one more time in invite lobby now. I will let you guys know

The 3 times I used the oppressor. I’m trying a car now

I tried the same except I was in an empty public lobby

I parked in the same spot as you and waited and eventually the van spawned

and the game bugged out just like what happened to you. I couldn't get in the van, tried killing myself and the van had dissapeared

Same thing here. I just went into a public lobby. I have 9 other players in here. I’m trying it now. Maybe you need at least 2 people in a session

Question for the Trigger: Maybe the Blue Blip only appears in a specific progress in the Heist Setup?

Can anyone proof this?

 

Is there an Overview on what Locations (and maybe times) the Van could trigger?

So far all I have is the arcade. I did the first setup where you recover the arcade machines on the back of the truck. Did not buy any arcade games yet

I've only seen the packie mcreary police van once, during a prep where i was tasked to steal a prison bus (at the Dollar Pill store)
Been googling around a bit and people are saying:
- At the Dollar Pill store
- Near the Vineyard

- Near Maze Bank Tower in the city

Ima try waiting at the ammunation near zancudo now, will report back if i see him and if i managed to save him then or if that also bugs for me

I just got the van in public lobby with 11 other players and the same thing happened

It was at night 2100

As soon as I follow the van the 2 cops get out and start shooting and I can’t get in the van

I tried 3 time with mk2 oppressor and the last time with a car

the 3 times with oppressor was invite only and the car was in public lobby

All the times the van spawned I don’t hear packie talking. Maybe you have to wait until you hear his voice and then chase the police van

I spawned the van with the oppressor 3 times. I wasn’t flying though. I was parked in front of ammu nation

It hasn’t spawned not one time in 2-3 days I’ve been playing. Been all over the map in different vehicles

I find the police van (at store near fort zancudo) after buy the arcade store when I was destroying jammal signals without any heists progress.

The event can be found in any session except a single session as in a single session the possibilities are limited.

-In a closed session for the friends you meet,about the session bands I do not know and when you ride around the city pay attention to the minimap,

He finally spawned (at the mentioned ammunation, asking for help and everything) and the van wouldnt stop for anything, just plows straight trough, after following it for a while suddenly everybody else crashed from the sess, cops got out, event ended, f*ck your buggy tripe R*

Edit:
Blocked the road with a f-ing chernoborg now, if he doesnt stop im reporting to R*

From my experience you don't need to be a CEO or a president for the event to spawn

I just had the encounter during a nightclub promo mission and the police van was glitched; I couldn't get in.

My son and I just rescued the gunman. We were in an invite only session. He was using the jet pack and I was driving my Banshee 900RR. We parked in front of the Ammunation by Fort Zancudo as mentioned and after about 10 minutes (aprox 1300 in game) the van drove by. We were able to stop the van and after a police shootout I jumped in the driver's seat and he jumped in the passenger seat and I drove the van to the drop off point.  We both received a notification that we had acquired him. Hope this helps

I just tried again  public lobby 28 people in it  I was a ceo  it spawned by the ammu nation  I waited until the police van drove a little further down the road  I heard packie yelling help, I chased it and when I got close packie jumped out the back and ran and the police van disappeared  definitely bugged

Just waited outside the Fort Z Ammonation, was sitting in Kuruma. The van spawned, and I just followed it a bit (no aiming with a gun or anything), and after 10 meters or so the cops just jumped out and started shooting. Couldn't get in. Wasn't in org at time, registered as CEO, but still couldn't get in. Drove a circle, basically just turned around, and it disappeared in that flat second. 

 

Edit: Time was around 3-4am on Wed, and was alone in a public session after a mate left. Also checked that I didn't have "the spawn bug" (the one where you can't buy anything from stores or mod your cars, so that wasn't the reason either).

reported and instantly got closed with the usual "blabla we know, while this ticket is closed it stays open internally" so yea, definitely another bug.

It seems to be a common bug where the event just despawns and the cops get out of the transporter

and it seems kinda lazy to reuse the lines from single player on Packie lol but maybe they couldn't just reach his voice actor for new lines
