Did you try to delete the files in Documents/Rockstar/RDR2/Settings before that too? Seems like the issue would be there instead. I've been talking with some people that could solve a lot of issues after either: 1. Disabling their Realtek device through Device Manager (in case you don't use it - i.e. I only use a USB headset although motherboard has a Realtek onboard sound controller) OR 2. Completely uninstalling and cleaning Realtek drivers (using latest DDU - Display Driver Uninstaller) that Windows thiink it's better for you and installing original drivers (usually from you motherboard website or Realtek itself if standalone) It was actually impressive how many people solved their weird performance issues - being those freezes, stutters - mainly after last patch (before this one). I actually only "found out" that when I was already testing every single thing, and some reddit posts here and there mentioned Realtek issues. Anyways, I hope you find your fix, and if you try this Realtek one let me know if it worked for you (also feel free to ask anything about it). Still have 2600 MB to use for my card, not more. Deleted all files in settings folder, except "system.xml", and deleted "shaders_x64.rpf" in my Game installation folder. Even both together. Did nothing on my Win7 64 bit System, still 2600 MB under Vulcan. I could use more then 3600 MB under DX12, but that runs as a emulation much slower as Vulcan, because Win7 uses DX11. DX12 is Win10 exclusive. Maybe should start to use Win10, as the service around Win7 runs out anyway the first weeks in January 2020.
