Quartz Arrowhead Cycle 2 Brandywine Drop not working (Are there any solutions?)

 

Me and a random player both dug for the arrowhead at the same time except I wasn't given an animation and didn't get the arrowhead, I tried leaving and coming back but I still could not get it, what do I do?
