You can pay them or rob the map from them. the Ingram maps are for two types. The first are Maps stuck to trees with a knife. They are free treasure maps. You just walk up and take them. Seems the npcs aren't there. Probably because of the obvious "free for all" event? Same thing goes for the maps on trees? Went to some places, nothing there.
