[PS2] Best strategies for maximum money and maximum criminal rating?

What, if any, strategies are there to max out money and criminal rating in this game?

 

I've heard the only real strategy for money is selling thousands of bikes from Bike Salesman in a row (something like 4400 in a row for truly maximum money). Does that actually work? And even if so, what other options might be available?

 

And by max criminal rating, I mean achieve the highest named rank, not the maximum numerical value. Although for that matter, what IS the criminal rating list in this game? I don't think I've ever seen one for LCS and VCS.

another thing is do not buy weapons, instead collect some around the city, it’s pretty easy if you know the city

Well, not really. The amount of money you'd spend on weapons is insignificant next to the prospect of whatever can realistically get you to max money anyways.
