There's barely anywhere they even let you explore in that map. The game has been out for a month. If it's still not found, again, I doubt it's actually in the game. GSid 8 Posted Wednesday at 12:04 AM I've completed To the Ends Of The Earth on a Save I transferred from my 100% Compendium PS4 Play-through. I gave him the herbs 4 different times. 1st time in the heartlands, 2nd near Wapiti(by the hobbit house), 3rd & 4th time outside of beecher's hope when you're on the way to thieves landing.
