Crashing on open with enb series

So my GTA runs anything, all kinds of mod and etc.
But when I think of any ENB / SERIES, it simply gives this error, I installed it anyway, throwing the files into the GTA folder, already tried modloader and it won't.
I've searched several videos and none solve so far, I've seen the video download programs there to open as administrator and nothing. I have tried up to low enb series for weak pc and it didn't open either.
The only way it works is by opening the game and giving alt + tab and dragging the enb into the folder, but it still doesn't work completely enb, you can hardly realize it worked

If anyone knows and has gone through this and already solved, give me a help !!
I've thought about formatting the computer for windows 7, but also gives error even to format this misfortune of windows junk.
