I appreciate the attempt at humour, but it sadly didn't work here. It's one of those missed opportunities to bring up the Trump Administration instead even though that's a tired trope for humour nowadays. Back on topic, there's no reason to really believe that it's hinting at anything in future. Considering just how much media attention a GTA announcement would bring, it wouldn't be wise to do so with Red Dead Redemption II's PC release just round the corner. Even if that is also a popular Rockstar IP, it's not Grand Theft Auto. When I visited the page it was a completely different design all three times, so like some of the quotes on the main page of these forums, the banner on the Rockstar Newswire changes quite a bit, either every few minutes or every different visit.
