I went for the two boats going off on the far left using a plane for each (crap at flying rc planes ). Then you just go and dump a load o'crap all over the haitians or whoever they are at the port then go for the car last. A few attempts and you should be done! Hope this helps, I cant think of much other help. Go here for a walkthrough. If at first you don't succeed, you fail, and the test will be terminated. It can be a bit of a nightmare when you keep missing the boats, but just keep at it, keep chasing them down with bombs and you'll eventually make it.. try to dodge their gun shots as much as you can too..
