Recommended PC for Running GTA IV

I know that this is something that is asked quite often, but I really need some answers to this question. I am an avid console gamer. I have been all my life, and some of my favorite games are the GTA games. I have GTA: San Andreas and a few other GTA games on my laptop. GTA IV is one of those games, however, it is a physical copy. GTA IV runs pretty terribly on my laptop and I would like to know what is the cheapest PC that could run this game at a solid 30fps on... say medium settings. I have seen people say that you need a ridiculously high-end PC to run this game smoothly. Yet, I see people running the game pretty smoothly on PCs that have specs that are far from necessarily high-end.

 

My specs for anyone wondering are...

- Processor: AMD A6-7310 APU with AMD Radeon R4

  Graphics          2.00GHz

- Installed RAM: 4.00GB (3.47 GB usable)

 

So, if somebody could list some PC alternatives (along with their specs) that could run this game at about 30fps, then please feel free to do so so I can look into it. Like I said, I am relatively new to PC gaming, and therefore don't know much about how they work, which is why I am posting this.
