Considering it only took Michael, Franklin and Trevor a couple of weeks to piss off Merryweather (or technically Don Percival) enough times for them to attack them for their own interests (The Third Way, The Wrap Up, etc.), it isn’t far-fetched if they’re just going after us because they hate us. After all, we’ve been f*cking them hard since 2013, so, again, it makes sense for them to have a personal vendetta against every player character in San Andreas. If you think about it, I’m pretty sure they’re the most prominent antagonist faction we face off against (Smuggler’s Run sources/sells, Gunrunning sources/sells, contact missions including dispatch missions, and so on).

"It's just a game" is not an excuse for poor ingame storytelling and world building.

You are stealing weapons from Merryweather... They get pissed off and go after you... Then you're selling those same weapons... And some assholes from Merryweather go after you again. Or you steal weapons from some random goons... Who cares? Merryweather are the de facto bad guys you fight against.

f*cking Martin got his hands on almost every cookie jar in the city. Drug dealing? Martin get a taste. Street racing? Martin get a taste. Heists (stickup the stickup crew)? Martin get a taste. Inside trading (forgot the mission's name)? Martin get taste ... Lucky bastard.

with people just wanting Martin to get out of their business.., just like they want to obliterate all the corrupt cops, merryweather, and gangs that interrupt us while making cash go to the bank to support people's rich, and over the top lifestyles..,

Someone mentioned hiring Merryweather to support them against NPCs, when doing I/E missions. This costs 5k. Whenever I do an I/E mission in a solo session, I probably lose less than 5k (average) per car in damages. Another option is to bail from the car an kill the NPCs that spawn (usually 3-4 waves). The NPCs are trying to kill you, and they don't care about the car. However, this uses a lot of ammo, not to mention the $500 cost every time you die. And it takes a hell of a lot longer to complete.

 

I can only conclude, that the best method for doing an I/E mission is to just accept that you're going to take a bit of damage, and just try to outrun the waves of NPCs as best you can.

Poor storytelling yes, but from the other plotlines you can gather Agent 14 isn't too bright when it comes to his line of work, despite being 'protected class'.

 

So he's a criminal as defined in the Prison Break - Plane setup; he does his research, but has also lost operatives (being people like our players most likely) in the field before. What comes to mind here is ULP's quote from GTA IV, "We always use people like you. Michelle? Karen? People with something to lose but not much to live for." So the IAA likes to hand out wet work and national interest to potential criminals. Agent 14 "For a bunch of no-good murdering bank robbers, you sure are good at doing the right thing. We're not so different when it all comes down to it. Ambitious, results driven, sociopathic tendencies."

 

The Facility is an IAA complex, and the security announcements detailing employee use the 'Updated X-15 algorithm' means Agent 14 is forgetting to do that. His use of the internet is more evident in Act 3 - Rescue Agent 14, where he describes his actions "I should have changed my routine -- or stop posting running times to social media, but what's the point in running if no one knows about it?" Hint here, can you see it?

 

Lester hints at Agent 14 being quite dimwitted in one of the Doomsday preps, either Act 2 or 3, where he states "At least there are some seemingly competent people at the IAA like Ms Rackman, although that Agent 14 has set the bar pretty low, am I right?"

 

More evidence is when Avon calls him in the shower before the Act 1 finale. Surprised, he blows him off about the active Doomsday threat, "See you on planet earth sometime".

 

I like to think he isn't using IAA protocol as he should, so Merryweather / The Professionals / South Chinese Agents / The Lost are hacking his devices using Bruteforce or Hackconnect to get our drop locations, him finding out then calling us to tell us to "look out for those private security goons / dirtbag biker theives / enemy agents -- might be worth having someone on the mounted gun. Otherwise, good luck" to deflect his shortcomings.

 

For me it ain't much, but unless it's clearly defined (which Ms Rackman reiterates "Yes. Moronic."), then as well as selling our cargo information, blips, to other players as all Online business characters do, then this plotline fits in with his character arc.

Makes absolutely zero sense, but not only it's hilarious, they're actually quite capable too.

i used to use them in about 2014 to do titan of a job to help fight off fellow merryweather mercs.🤣
