Perhaps some ocean units are misplaced or something, because no matter how much I change the value, the Colonel's pier is still flooded with water. I literally can't finish the first mission because I'll instantly drown. seems a bit weird as that file renders as gibberish for me; but here is what my waterpro.dat file looks like.
