I have a Ryzen 5 3600, Radeon RX 5700XT (8GB GDDR6) and 16GB DDR4.
GTA 4 lags on any settings (high or low, it doesn't matter). GTA 5 on the other hand runs on very high settings with over 60FPS and there are no problems. The GTA 4 benchmark tells me my game runs at 62,5FPS on average and my CPU, GPU and RAM usage is very low. The game runs good for two or three seconds, but then suddenly there is a huge lag, like the FPS goes down.
I don't have this problem with other games and my PC is very powerful. It also has nothing to do with the game settings. There seems to be a problem on the software side. Many other people have this problem too. I saw YouTube Videos and other forum posts, and there hasn't been a solution yet. It seems that GTA 4 has a problem with new AMD cards on Windows 10.
