I hate to disagree. But I think it's a matter of interpretation. Sure, it didn't look as pretty. But one person will see it ias "Rockstar lying" and another will see it as having to get the game running as smooth as possible. Things change over the course of development. I always find threads like these seem to pushing an agenda, and using confirmation bias to prove their opinion right.

I remember some of the build up to GTA 5 and I remember so many people thought it was going to be Los Santos though? It was no surprise to me either way. I'd love to be surprised again, you know? Some locale we don't expect. An East Coast city, how about Chicago? Or, what about Mexico? Or an american city, the border, and then an Mexican city, with a kind of Breaking Bad vibe about drug smugglers and cartels and the Mexican don antagonist, and our inevitable shootout with him and his goons by a swimming pool in a sun bathed villa?

Tbh I’m 99% sure it wouldn’t be Vice on its own. It’d have strong Latin American influence which could be Mexico.

 

There are lots of influences from Narcos/Narcos Mexico/El Chapo/Breaking Bad/Better Call Saul/Sicario to draw from!
