I linked my twitch prime account on the 12th of October and was wondering what is still rebate and what exactly rebate means in gta

Yes you can still get a rebate for both the bunker and hanger so long as your account is connected with twitch prime. The rebate will fully refund the cost of the hanger as well as the bunker sometime after you purchase one of them (or both) usually within 72 hours but, many people (myself included) didn't get their rebate in that time. I submitted a ticket to rockstar support and 2 days later someone got back to me and rockstar corrected my balance. The problem is you need to have the money to cover the original cost of the hanger and banker (nothing will show in-game to show the promotion) You will have to buy them individually at full cost (you don't need to buy both to get the rebate), then wait at least 72 hours and hopefully you get your rebate, if not report it to https://support.rockstargames.com/ and they should (hopefully) get it corrected.
