This is incorrect. Collection locations change at 0000 UTC and her location changes at 0600 UTC.

Speaking of collections, why don't they change at the same time as the challenges too? I find it odd.

Especially for Americans, for them it changes in the evening/end of afternoon.

I find the whole keeping her current location hidden from you rather stupid. Has Rockstar forgotten how large the map is? Its extremely unlikely that you will just so happen to stumble upon her in your travels and have to go to a source outside of the game just to figure out where she is or spend way too much time covering the map with a fine toothed comb to find her current location. Whatever they strived for doing for doing this didn't work, just annoys people more than anything.

You can also complete a collector's map to reveal her location.

She is currently at Boldger Glade, south of Rhodes. Use this map to find her and know the exact locations of almost all the collectibles in each cycle.
