I have an original copy of GTA 3. It is non steam, I bought it years ago. The problem is that Windows 10 does not launch games like GTA 3 because appearently from my research, these old games used to have a security program there are old games on CD-Rom that have DRM. This DRM stuff is also deeply embedded in your system, and that's where Windows 10 says 'sorry, we cannot allow that, because that would be a possible loophole for computer viruses.'
