Can a modder griefer wreck your wifi connection?? (PS4)

I was in a regular session today, when this person named zhuhe_1211 showed up. They were invincible and kept killing me over and over. The most I could do was run them over in a car but that wouldn't kill them. They jumped spontaneously all over the map from one location to the other, killing everybody in the session. 

 

Then his character appeared out of nowhere right next to my character, but he was flickering like crazy. This lasted a few seconds and then my connection cut out and I was disconnected from GTA Online.

 

Since then, my PS4 has been unable to connect to the internet. I'm using Wifi. I've restarted the PS4 and my router several times. But here's the really strange thing - my laptop and phone can also no longer connect. On my screens it shows that the devices have connected to the wifi, but none of my devices can actually connect to the internet since that incident. It's like he's broken my router or locked me out of my own wifi or something.

 

Am I being paranoid? Is this a coincidence? How is this possible? What the heck is going on???? Does anyone have the slightest idea what's happening here?
