Traffic spawning on mountain dirt roads

is this normal because im pretty damn sure it's not, NEVER seen this before

All pics are on Raton Canyon roads right? Because yes, traffic and parked vehicles do spawn there even though its not a very common.

You also get dirt bikes and quads spawning in there in Single Player(not related to that random event)

Parked vehicles (maybe at times) but actual traffic (no). Traffic never goes on those roads except maybe the occasional dirt bike or 4-wheeler. Even the cops only ever show up there is they're chasing you.

same can be said for traffic vehicles like semi with their trailers

Those roads are fun for taxi rides.
Have a taxi pick you up and then set a destination that will use those roads. Ask the driver to hurry.
Also fun in single player.
