Is there some trigger for English Dave's missions?

Back when I just got the NC and all 4 DJs in a row, at some point I got a call from Dave to do some stuff for Dixon's friends. I managed to fail the mission in the most idiotic way possible (by crashing directly into the provided helicopter at LSIA), and ever since then I've never gotten a call from him, even though I had many longish free roam sessions in which I wasn't really involved in any activity.

 

Is there some special trigger for his missions or are they just incredibly rare?

No, it's random. They function much like the Biker Defend missions in terms of how they are triggered.
