Any idea who might that be ? have we ever encountered him in gta 4/eflc universe ? i thought he looked irish, maybe r* cut it from the gang and made it a npc in a pub or something.

It's most likely a very early version of Terry.

 

I don't think that would be Angus, since not only he's disabled, but also was an afterthought, as is Clay, who is obviously black, as opposed to the one in the screenshots.

Yep, blue Diabolus suggests that's beta Terry.

Yeah, it's the early version of Terry, if you look at one of the artworks for Terry he's wearing that outfit.
