DarksunDaFirst
They are frequent in the parts where Cholla Springs, Rio Bravo, and Gaptooth Ridge come together. You’ll see them mixed in with Condors, but you can tell the difference in the air because the Eagles have a more sleek and flush head, while the condors look a bit disproportioned with their more bulbous head. Cozama
Go to Twin Stack Pass, SE of Valentine. There are two large rock formations on either side. Eagles spawn at the top of the southern one, hawks on the north at least in my experience. If you go into eagle eye (npi) you can see if one is perched as you arrive. You should be able to shoot it from the road, but it may get caught on a ledge as it falls. If so, ride away and allow one to respawn.

ThaBirdCoot
Sometimes one sitting on the bridge near Lake Owanjila or on the edge of some rocks near that road coming from Strawberry. I found mine at Benedict point though.

I've found the one on the dam bridge at Owanjila pretty consistently...every time I shoot it the carcass will fall in the water and wash under the dam, making it hard to retrieve..now I just shoot it for the xp and move on.. It's ALWAYS been there when I checked. If you do the "It The Hat Fits..." mission, it's always there. You just need to get to the church before someone triggers the ending. Do if the hat fits with a friend and take the option where you let him go and a eagle should spawn there and you can ride back and get a new one to your heart content.... IamCourtney
Wear the Spirit of 1776 bandana from the outlaw pass and fire your gun into the air while scarfing down junk food and soon a bald eagle will fly down and present itself to you. You need to be swigging bourbon as well. Non of that foreign gin or rum stuff. But more to the topic on hand, I have had very good luck with these three spawns too. éX-Driver
I can find 2-3 every time I climb the mountain on the ‘griz’ of Grizzlies East on the map. They perch on the rocks as you climb up the southern path, and are also perched around on the peak.
HopalongCasidy
Rock on the west side of cumberland falls. Golden Eagle, three stars ususally. He'll fly out above the river, but will circle back to the shore. Where you pick him up is my favorite salmon spot for an easy $ 25.00 if you time it right. At or around dusk owls start spawning, and I have yet to see an eagle or hawk anywhere but perched on a rock.
