Increase FPS for GTA 4

Hi guys I have i5 processor and 8 GB RAM and Nvidia GeForce GT 710 2gb graphic card but I run GTA 4 low setting on 30 FPS and high setting up to 17 FPS.. I boosted my PC and I installed FPS booster but nothing works.So how can I increase FPS to get 50-60 FPS in GTA 4 and thanks.
