How to fix lag in GTA IV

I have got GTA IV yesterday and started playing the game. I've bought it from my local store. I have suffering a lot of lag. I used all kind of FPS Boosters, reduced graphics, My PC isn't budget. It has 4Gb of ram. 3.8Gb available. NVidia GeForce GT 540m 1GB. Intel Core i5 maybe 2.4GhZ. I have reduced graphics to very low. But still it gets me 1-20 fps. Also fps drops every 2-3 seconds. That's a massive issue. I want to fix it. If anybody can help me pls? 

I have used all fps boosters, optimizers, command line, msconfig and all! What next to do? Pls help...

Sorry but no, 4GB of RAM and a GT 540M is budget for me, your graphics card is 8 years old seriously.

 

GTA IV is know to run like sh*t on PC and this computer can't run it at a playable framerate especially with 4GB of RAM.

Go To Documents In My Pc And Go To Rockstar Games Gta V And Copy This And Paste It Inside!

Local store? Did you buy the disc version? What is the patch version? Maybe try updating the game.
