What is the main problem in Vice City?

Its short development time I'd say. I voted for the map, but I don't necessarily mean its size but rather how that space is used.

I don't see many complaints about this game on the forums though, I think GTA Vice City is a universally appreciated classic. I still find the game enjoyable to play, along with the rest of the 3D trilogy.

Inadequate

The map without a doubt. There's a lot of space wasted on it. Like those big grass empty areas around with a just few palms or bushes. They could have put some buildings there or something. Even better, something interactive for the player.

I don't get the complaints for the map. While it's small it's still one of the more interesting maps in the series IMO. Tons of unique interiors to explore and the city looks gorgeous at night. Even the beach doesn't bother me that much and now I think of it I spent plenty of time ripping up and down in the BF Injection having a blast. 

 

Anyway I guess it's obvious, but the lack of swimming is probably the only thing I'd consider a main flaw of the game. Especially considering the amount of situations where I've accidentally drowned and having swimming would've been appreciated.

The road layout isn't that interesting when everything is close the two main north-to-south roads. Even if I ignore the huge eastern beach, the Mainland has wasted space as well including a second smaller airport building and runway, the strip behind the Junkyard up to the stadium and many empty lots in Little Haiti and Downtown.

 

IMO 3D Liberty City had a better layout, and I'm glad San Andreas made the exterior world more exciting to explore, even at the expense of unique interiors.

The size of the map, especially when you compare with the space visible on the global map, Vice City looks like a confetti lost in the middle of the ocean and a golden jail.

I agree with the above, I think a lot of map space is wasted and could be put to better use. Not a terrible map or anything, it's fine, but I prefer the maps of III and SA more.

For me, the upsettingly large map with lots of wasted space (how f*cking wide is it between ocean drive and the actual ocean Jesus f*cking Christ) and the fact that the greenwood is the only “boxy” sedan. Like daaamn son watch any movie from the 80s all the cars there are BOXY you got your caprices you got your Skylarks you got your LTDs and Diplomats and K cars too and we’re stuck with only a greenwood? Boo!!!!!

 

But magically, nostalgia or otherwise, despite those glaring problems that would turn me off to a modern game, it’s still a great game and a modern classic. I can’t wait to catch my kids playing Fortnite 3, scold them and tell them how Vice city was a better game and how I was a better adult because I played it as a kid, and throw them out into the cold.

Actually the Vice City map is bigger than Liberty City(from the 3D universe),but it dosen't feel like that because there are few roads(in specially in Washington Beach and Ocean Beach,and the beach is too big),Downtown and Viceport feel very rushed and Gator Keys shouldn't been just beta.

The map isn't bad, but I do think it could have benefited from being just a little bit bigger. Vice City has so much character and passion that it made up for it, it was such a vibrant and different setting than Liberty City. You can get around the map so fast that it makes it feel smaller as well. Games like GTA 3 and SA were pretty smart in how they designed the world and roads to make it appear bigger.
