Back in the day it was common to hunt mysteries/oddities like that (both thanks to Rockstar's clever design and myth spreaders for manipulating/modding their game and record it). But by now almost all of those finds have been widely documented on websites such as the GTA wiki and the GTA myths wiki (although the latter is quite full of speculation and tends to make things sound way more interesting than they are). There won't be much new to find. The broken cars you refer to is a widely known easter egg, they do not have a driver since they spawn on a hill and simply roll off it when you spawn (approach) them. I've always found this zone north of Bayside Marina mysterious. I used to off road there and it's virtually abandoned, you can only find those lights every few meters. Yesit has, if you look at the Alien MapTM at Lil Probe Inn you can see that part of the map has a little dot, and that thing is clearly an alien probe so Aliens can spy on us.
