Vercettis
I've read on all three of his GTA wiki pages claiming that it was due to his Forelli connections, but I haven't found a single source that actually validates that. Actually, Sonny seemed to be surprised that he was even let out at all in the first scene of the game. Dan Houser himself has stated that, Quote The Forelli hierarchy is nervous about him being on the street. They thought he would never be released and are unsure what to do with him. So... why only 15 years for murdering 11 people? Is this just one of those things we don't question? lmao

The Coconut Kid
It's an interesting question and without any solid information (you're correct, there isn't any) there's nothing we can do but speculate. There's a way of explaining the fifteen year prison sentence but I'll come to that in a minute. What I don't understand is why Sonny intervened in the first place. This is really something the game needed to expand upon. Think about it. Tommy literally breaks from the Forellis at some point when he's working for Diaz, but we never really hear him question them or his prison time. If the deal had gone according to plan, would he have just kept working for them in Vice City? Anyway. 1971. Sonny lures Tommy into a trap with the intention of having him killed. Did he get too ambitious? Identified as a future rival to Sonny? Who knows. But he survives and kills everyone. Job well done, right? It wasn't supposed to go down that way. Tommy lives and ends up arrested. The incident is extremely gruesome -- so gruesome, in fact, that Tommy is actually sentenced to the death penalty. If you're Sonny -- great. He's going to die anyway. But the police offer Tommy a deal -- turn on the Forellis, provide information about the Mafia, and he can walk. But Tommy refuses. He never admits his connections to the Forellis or implicates them in any crimes. He sticks to the Mafia code and accepts his punishment. This is where things become complicated and we have to speculate. Sonny should just let him get fried in the electric chair but it seems he steps in, uses his connections (they make a big deal out of Sonny having major influence in corruption on the VC website... make of that what you will) and Tommy is spared the death penalty. There could be a number of reasons he does this. He could be acting out of loyalty to a childhood friend, but that would be odd. More realistically, he could be intervening to save face because it isn't a good look to the rest of your organization if you let your top hitman get sentenced to death, especially when he remains loyal, when you have the power to intervene. Tommy is re-sentenced. And here's where we can look at how he's able to get released in 1986. Assume they commute Tommy's charges from murder to manslaughter -- he goes from looking at a death sentence to 15 years-to-life. We know Tommy kept his head down in prison, he behaved himself. He goes up for parole after doing his 15 and gets it. Sonny's comments are interesting, though. Does he think Tommy is going to be in for life because he's a psycho and there's no way they'd ever let him out? Did he assume Tommy's ambitions would simply transfer from moving up in the Mafia (and becoming a threat to him) to running the prison because that's the only environment available to him? Maybe they just forgot about him, made peace and profit with the other gangs, and are worried because Tommy getting out is going to ruin all of that? These throwaway lines are really the only insight we have into the younger version of Tommy. Anyway... this is just speculation on my part. We really needed another character, like Giorgio Forelli or maybe even Mr. Moffat, to appear in the storyline and make this part of Tommy's story clear. The Nefarious
Are we ever told Tommy's sentence is the direct result of the Harwood incident? Maybe he did that and got arrested for something else. Either way he technically only committed one act of premeditated murder since the other ten guys were murdered in self defence. He could have taken a plea even if he were sentenced to 30 years he could have easily gotten out in half. I find it hard to believe that they could convict him at trial but to a young kid faced with 100 years, a third of that seems like a good deal and you take it. If he were a rat he would have been labelled as such and he wouldn't have done that sort of time. EDIT: Perhaps I should have read the article before replying lol. Just a massive plot hole I guess. Still not the most incredible thing to happen in the 3d universe by any stretch though. Perhaps the original case was tarnished by some kind of negligence or misconduct and the conviction got overturned. Chaos Owl the Author
well i personally think Coconut kid and that other dude Money over bullsh*t said it all.So to add onto what they've said The way I imagine it is that Tommy gets caught after the massacre but gets off the death sentence by hiding behind self defense and pleading guilty. This would actually tone his sentence down in a major way but I doubt he'd be able to avoid life without parole after murdering 11 guy as a well known and we'll feared mobster. So he'd be up for life unless he rats on the Forelli Family, which as we know refuses to do.News of Tommy keeping his honour by keeping his mouth shut would obviously reach the Forelli Family (i.e the Capos and the Made Men). It's obvious Sonny would have to intervene and save Tommy so he wouldn't look like he's the one who set him up(I believe Tommy suspected Sonny of setting him up from the day he got into court) because why wouldn't you intervene to save your best man when you can, plus his reputation was on the line and if he didn't help Tommy he'd lose a lot of respect in and outside the Forelli Family (nothing is more valuable to Cosa Nostra' boss than respect and honour)so to keep his honour Sonny interferes and instead of having Tommy received the mildest sentence possible he has the judge or jurors(we don't know which one the two sentenced Tommy)give Tommy 15 years to life in prison(So the results of his work are shown through this sentence and he keeps his honour)with the belief that since Tommy's a maniac he'll give parole officers a reason to keep him in jail for the rest of his life. But then in 1986 this plan is proved wrong when Tommy suddenly reappears having been released from prison, which is why Sonny's right hand says something about "He kept his head down, helps people forget" .And so Tommy is out and the story continues
KGBeast
Tommy Vercetti is actually Tommy Love, Donald Love's older brother. Their dad, Frank Love, bribed everyone to get his son's sentence reduced. Tommy and Donald just pretend not to know each other when working with Avery.
