I would love to introduce my GTA SA Timecyc modification which I'm trying to simulate the atmosphere and use all available default SA's capabilities in terms of weather simulation. I'm trying to apply 1/2 of the sky color to the static game objects, 1/4 to dynamic game objects, rotate the RGBA color correction to reproduce sun light color. After fixing the sky and color correction, the picture starting to look like the game has sky light and direction light (sun) applied, plus it gives some color boost for vegetation making it a little bit more greenish. I tested it by applying 31/63/127 color for the sky without any color corrections and overlaying the same pattern over a full screen game window to match the results. Please, be careful with other graphic modification. This timecyc using default (how ever broken it can be) PC systems related to color correction.
