YouTube is full of 10 minutes videos without catching the fish. This is totally waste of time to watch all the 10 minutes videos with all this stupid talking. Once you do the last part of the Jeremy Gill mission it will automatically be at 100% in your compendium. You do not need to catch it, and no one has been able to if you even can. Its already been datamined that the fish is uncatchable dude. It will never ever spawn naturally in the wild. Countless people have gotten 100% without it.
