Well my problem is that how to find ballas in places likes santa maria beach which is place taht ballas come rarely

Look carefully around, three will always show up eventually.

IF necessary get the Scoped Rifle from the stairway at the Stage 24 fire escape.

Stand in the zone you need. Scan the surrounding areas, then Snipe the Foes from there to start a war in your zone

 

If there is a street, you can block the road. When a Foe is stopped. Pull the driver out. wait a second or two until the passengers also get out. and kill them.  Be careful to not kill them too quickly or the game may not register all three kills. Yet sometimes using an explosive will kill multiples and register.

Additional tip for the beach and shopping mall territories go there in the evening rather than the daytime, less innocents around making the gang members easier to spot.  The scoped rifle should always be brought to a gang war.  Too annoying having to wait on the 3 to 5 enemies who flee to Nebraska, it seems when the war starts, and are in no hurry to return to the war zone.
