The "Do you even lift?" lag / stutter mystery

Since the Casino update, every time I do the mission "Repo - Do you even lift?" I get low FPS / stutter / lag for the first 30 or so seconds of the mission. This lag continues until for a brief moment (1/5th of a second) this message appears:

And then the lag stops. It always appears around this spot when I'm on my way to grab the marina cargobob.

I don't know if it's related to how far I am from the starting point or how much time has passed or even to the message itself.

Maybe the game is scrolling through my long list of Pegasus vehicles and stored aircrafts and that's why it stutters? 

 

Does anyone else has this issue or is it just me?

This is super weird, any insight would be great.
