So.. since the casino DLC I'm not able to sell import/export cars with this message appearing: There are currently no Buyers aviable. Please come back later.

Then i'm not able to play casino games anymore with this message: This feature is currently not aviable. Please come back later. (Casino is not banned in my Country, I've played it before).

And lasty in the Nightclub if i want to produce cocaine or documents it says that i've got to start production in there, but i already have done it!

So you have the physical version? If yes, try putting in the first installation disk and press the repair option.

If he can play online in version 1.48 with other players, then it's not a file issue. What you're experiencing with the casino seems to be closely linked with this: 

Something about hitting the daily limit for gambling and it not resetting properly or something, I would imagine. 

 

Regarding the Nightclub stuff not accruing, that's been a common bug since the After Hours update released - you either get affected (randomly it seems) or you don't. Supposedly, shutting things down again, finding a new session and starting them back up again works but it's hit and miss.

I also get the "no buyers available" notification when the rockstar servers are not available. Maybe the servers are acting up?
