Gta V visual glitches

So I just bought a new pc with a Radeon RX 580 graphics card. I’ve tried all different types of settings and resolutions but within no time of starting up a game I get textures flying everywhere, the sky turns black, textures go missing. I’ve tried many troubleshooting solutions but nothing seems to work. Any ideas? The only games I have so far is GTA, Minecraft, and Portal 2. And everything else seems to run fine except for GTA. I don’t care too much for Story Mode, but after driving around for a bit I saw minimal texture errors and stretches, not as intense as online which I would consider unplayable.
