There are no docks in Los Santos except Ocean Docks and that only transfers goods, the same as Easter Basin. That prop is just present in Los Santos and you can't find it anywhere else. On the PS2 version, a lot of props that has been seen on PC and/or Xbox are missing. Including this one.
