GTAO implies it's unlocked now but the Newswire bit about the cards said it'll unlock later this year - probably with RDO's summer update. So no idea for now.

No, it just glitched and unlocked the outfit for me. The figures aren't released yet.

Apparently they gave me 100$ , but i'm not sure if it's related or not since it doesn't mention GTA Online even though I only got it after i collected the cards and I got nothing when I logged in earlier :
