"Files Required To Play GTA Online Could Not Be Downloaded"

I've had this problem for almost two weeks.  Other online games are working fine and my friends are playing GTA Online normally. I also checked Red Dead Online and it shows "Rockstar Game Services are unavailable". I also can't log in my social club account to submit a ticket because I can't access the social club site. I already tried re-installing the game (PS4 by the way), changing DNS and turning my router on and off and.

Normally that's just a game or server issue - are you always using a VPN or something? Maybe you could try disabling it (or even enabling it and see if you get anywhere that way) but I've not heard of this sort of issue happening for so long, if it wasn't down to some sort of connection issue on the end user. 

The next suggestion would be to contact your ISP and get them to do a network diagnosis to find out if there's any issues on your line.
