Question about accounts and bans

I bought gta 5 through steam and my account is perma banned. I was wondering if I were to delete my social club account and delete my steam account, Recreate both accounts with the same email as before and buy the game on my fresh steam account would I be able to play gta online again? Or would those emails still both hold the ban even after I deleted both of the accounts and recreated

If you bought the Steam version of the game and that got permanently banned, you'd have to re-purchase the game and create a new Steam account if you want to play again (from scratch). There's a lot of messing about (more than what you've suggested) if you want to keep using the same Steam account with a new copy of the game, and you'd have to go through Rockstar Support, so at this stage it's probably best just to buy a new Social Club (Warehouse) version.
